[Flood-Control] O&M Funding for FY 2020

To all watershed program sponsors:
On July 25, 2019, the Texas State Soil and Water Conservation Board approved $4,935,000 for dam operation and maintenance expenses for FY 2020.  These funds will be available for allocation to O&M proposals beginning September 1, 2019.
Attached are current procedures for O&M proposals.  It is important that sponsors do not award a bid or start work until TSSWCB issues a Purchase Order.  It is also important that if the final cost will exceed the approved Purchase Order because of quantity variations or other causes, the Purchase Order must be modified before the work is completed.  See attachment for additional details.

Bidding and Bonding Requirements
Attached is a form titled "Assurances - Flood Control Programs" that must be fully filled out and signed by the responsible entity requesting state funds.  This completed form must be attached to each proposal in order to be considered for funding.

TSSWCB POLICY FOR O&M ALLOCATIONS, 7/25/2019
On July 25, 2019, the State Board also approved changes to the methodology that is used to approve proposals for Operation and Maintenance grants under the TSSWCB Flood Control Dam Program.  This policy (attached) will be effective for fiscal year 2020.   The limit on number of proposals per sponsor (based on the number of dams) has been suspended until further notice. Approved proposals must still be completed within 90 days.
