[Flood-Control] Changes to TSSWCB O&M Allocation Methodogy

To all watershed program sponsors:

On Thursday, November 16, 2017, the State Board approved changes to the methodology that is used to approve proposals for Operation and Maintenance grants under the TSSWCB Flood Control Dam Program. TSSWCB POLICY FOR O&M ALLOCATIONS

Funding for O&M we be allocated based on proposals submitted by SWCDs. 
·        After funding is authorized or allocated to the SWCD, the work must be completed within 90 day's. 

Each SWCD will be allowed to submit a number of proposals based on the number of dams the SWCD is responsible for as follows:

o   SWCDs with 200 or more dams:                  5 proposals

o   SWCDs with 80 to 199 dams:                       4 proposals

o   SWCDs with 25 to 79 dams:                         3 proposals

o   SWCDs with less than 25 dams:                   2 proposals

 ·        The maximum amount of each proposal cannot exceed $20,000, unless the proposal is for only one dam.  In that case the maximum dollar amount for that proposal (one dam) shall be as follows:

o   SWCDs allowed 5 proposals:        $100,000

o   SWCDs allowed 4 proposals:        $80,000

o   SWCDs allowed 3 proposals:        $60,000

o   SWCDs allowed 2 proposals:        $40,000

o   The maximum amounts for a proposal with one dam shown above shall also be the maximum amount allowed for the total of all proposals submitted by each SWCD 

SWCDs with funded proposals may submit another group of proposals requesting funds for additional work, after work on the currently funded proposals is 75% complete.
 ·      Requests for waivers of the above policy, with appropriate documentation and justification, will be considered on a case by case basis.
