[Flood-Control] Supplemental Appropriation for TSSWCB Flood Control Program

To all watershed program sponsors:
On June 6, 2019 a supplemental appropriation in the amount of $150,000,000 was approved for TSSWCB to assist sponsors with dam repair and rehabilitation.  These funds are available to be allocated immediately and must be obligated in contracts and agreements by June 5, 2021.  Sponsors of dams contained in the $150 Million Plan are being contacted.  After TSSWCB receives commitments from these sponsors, funding may be available for repair or rehabilitation of additional dams.

O&M ALLOCATIONS
Proposals for O&M may continue to be submitted when sponsors are ready.  A small number of proposals will be funded with remaining FY 2019 funding.  The remainder will be approved as funds are available beginning September 1, 2019. Individual proposals must be completed within 90 days of the purchase order date.
Attached you will find the current policy and procedures that are used to approve proposals for Operation and Maintenance grants under the TSSWCB Flood Control Program.   The limit on number of proposals per sponsor has been suspended until further notice.
Procedures
It is important that sponsors do not award a bid or start work until TSSWCB issues a Purchase Order.  It is also important that if the final cost will exceed the approved Purchase Order because of quantity variations or other causes, the Purchase Order must be modified before the work is completed.  See attachments for additional details.
Bidding and Bonding Requirements
Attached is a form titled "Assurances - Flood Control Programs" that must be fully filled out and signed by the responsible entity requesting state funds.  This completed form must be attached to each proposal in order to be considered for funding.

REPAIR AND REHABILITATION
Sponsors may submit applications for dam repair or state-funded upgrade to high hazard criteria.  State-funded upgrade is similar to federally funded rehabilitation, except that a rehabilitation plan does not need to be developed.  For state-funded upgrades, designs can begin after applications are received and projects ranked for priority.  Designs for state-funded upgrade typically take one to two years to prepare. Designs for dam repair typically take six months or less.  Application forms for repair (include request for upgrade under "Other" on Form 1B) are available for download from the TSSWCB web site:

Sponsors who submit applications for repair or upgrade of dams should be ready to obligate the local share of cost as designs are completed.  Funding for all projects must be obligated no later than June 5, 2021.
